Senior Planner/Analyst
This Senior role will produce analyses and develop recommendations on a variety of topics relevant to the ON TO 2050, with special emphasis on work related to transportation as well as climate and/or equity and inclusive growth. In the near term, the position will be responsible for staffing a number of projects related to the transportation-climate nexus, but over the longer term the position will help to shape other aspects of CMAP’s planning, policy, and programming portfolio. Work in this area will be expected to connect to CMAP’s policies and research on transportation, community development, environment, regional economy, and other topics. This position will also be expected to contribute to analysis of investment decisions in transit, highway, and non-motorized transportation facilities. This role will also support efforts to more tightly link the investments in the Transportation Improvement Program (TIP) and regional goals as laid out in ON TO 2050. Strong working knowledge of transportation programming processes and considerations is desired, as is the ability to work collaboratively with metropolitan planning organization (MPO) member agencies and other CMAP stakeholders to help forge consensus around transportation priorities. Requirements ESSENTIAL FUNCTIONS: *Works independently to ensure successful outcomes for difficult and complex projects, including managing project deadlines, deliverables, and schedule. *Effectively leads teams, delegates tasks, contributes to the development of staff, and ensures effective completion of assigned projects. *Assists project managers and participates on project teams as assigned, conducting high quality analyses and preparing planning and policy recommendations and reports. *Designs or contributes to empirical research processes, data collection, data quality assurance, and data contextualization through analysis, data visualization, and written plan content to policy analysis and development projects, and assists in other project related tasks. *Effectively communicates technical information to external and internal audiences orally, in writing, and in presentation form. *Leads or supports outreach for policy analysis projects, including strategy development, coordinating, planning, attending, and leading meetings with external partners and stakeholders, including agendas, meeting notices, meeting notes, and / or minutes and correspondence. *Guides projects through preparation for external consideration with Government Affairs and Communications and contributes effectively to various efforts to promote policies and projects to broader audiences (e.g., through editing and distillation of content, visualization, video, or social media development). EDUCATION AND EXPERIENCE REQUIRED (an equivalent amount of training, education and experience will be considered) *Bachelor’s degree with coursework in urban public policy, public administration, planning, economics, statistics, or related field. Master’s degree preferred. Minimum of five years of experience is required. KNOWLEDGE, SKILLS AND ABILITIES including competencies that may be representative but not all inclusive of those commonly associated with this position. *In-depth understanding of transportation planning and policy, especially with respect to the programming of federal funds in a Metropolitan Planning Organization context. *Thorough knowledge of public policy, urban and/or regional planning practice, and an understanding of environmental, social, land use, and transportation considerations in planning. *Advanced skill in research, data collection and analysis, and technical writing and data visualization. *Skill in statistics and the use of spreadsheets, databases, and geospatial tools like ArcGIS. Knowledge of programming languages like R or Python preferred. *Ability to work successfully under limited supervision and provide subject matter expertise. *Ability to establish and maintain effective working relationships with colleagues, community or civic leaders, public sector officials and staff, partner agencies and organizations, and the general public.
